i agree with qiao! il lido is a great outdoor event space to check out! :) near the beaches around sentosa too, so you can have a ceremony at the beach, then proceed to il lido for a lunch/dinner event. best of both worlds really!

Riverside you may try River Promenade –> belongs to Arts House.

Hmm, venue with seaview, you may want to try Labrador Park? Berlayer Promenade at carpark C, one of the upcoming unique outdoor venue Laugh
